About National Overseas Scholarship

The central government has launched a National Overseas Scholarship for SC Students to provide scholarships to those students who belong to the scheduled caste category. Other than that the benefit of this scheme can also be availed by scheduled castes, Denotified Nomadic and semi Nomadic tribes, landless agriculture, labourers, and traditional artisans category. Beneficiaries will be able to obtain higher education like master’s degrees or Ph.D. courses abroad through this scheme.

• All the elected candidates will be provided financial assistance under this scheme. Each year 125 fresh awards will be provided to students subject to the availability of funds.
• If for some reason successful candidates are not available to the extent prescribed for each of the categories then awards for that year will become open for candidates belonging to other categories

Eligibility Criteria

The national overseas scholarship eligibility are as follows:-

• Applicant must have obtained at least 60% marks or equivalent in the qualifying examination
• In the case of Ph.D. courses, the qualifying examination will be a master’s degree and for masters course, the qualifying examination will be a bachelor’s degree
• The age of the applicant should not be more than 35 years
• The annual family income of the application should not exceed Rs 8 lakh per annum
• Only one student per family will be provided the benefit of this scheme
• If the applicant is getting the benefit of some other similar scheme then he or she will not be eligible to take benefit of this scheme.

Required Documents To Apply Under This Scheme

A. List of Documents Required at the Application Stage

• 10th Board Certificate
• Caste Certificate
• Photo
• Scanned Signature
• Current Address proof/Permanent Address Proof, in case different from current address
• Qualifying Degree/Provisional Certificate
• Mark sheet of qualifying examination
• Valid Document regarding admission to a Foreign University (Application, Registration, or Admission document) (*).
• Income documents of all family members
• Employer’s NOC Certificate if the applicant is employed. Gap certificate in case there is a gap of more than 6 months after completing a qualifying degree.
• ITR acceptance document.
• Aadhar Card

B. In case of selection of the candidate, then issued Provisional Award Letter under the scheme of National Overseas Scholarship for SC, etc. The candidate applicant is required to submit the following

• Attestation form
• Self Declaration/Undertaking Regarding Total Annual Family Income.
• SELF-DECLARATION REGARDING ANY PENDING CASE/NONCONVICTION OF OFFENSE.
• Copy of Passport

C. After verification of all original documents in this Ministry and approval of the Financial Department (IFD) the awardee will be issued a Confirmation of award letter. The candidate applicant is required to submit the following:

• Two Bonds on at least Rs.100/- non-judicial stamp paper, complete in all respects, executed before a Notary Public for two sureties, as per the conditions laid down in the Regulations governing the Scheme of National Overseas Scholarship 2023 for SC, etc. Candidate
• Solvency certificates for both sureties.
• Health certificate.
• Two copies of your Passport and VISA.
• An undertaking/declaration on a Non-judicial Stamp paper stating that the awardee has not acquired the qualification for which he/she has been selected and has not obtained any other scholarship.
• The date on which the awardee desires to undertake the Air journey to join the foreign University.
• Selected Candidates are requested to visit this ministry personally on any working day by taking prior permission/ appointment with all documents submitted along with copies of documents stated above.
• They are also requested to provide PDFs of all aforesaid documents via email also

Selection Procedure Under National Overseas Scholarship for SC

• This scheme will be advertised in the newspaper or through other media giving summarised information about the scheme
• The candidate after assessing their eligibility and suitability can apply online on the ministry portal too.
• Each year the selection period would be from April to March
• For the first round, the application will be called in mid of February for 45 days
• Only applications received online will be considered for the award of selection
• If the slots remain unfilled the portal will be opened again for the second cycle from the first of September for 45 days in each selection year
• After filling all the 125 slots the portal will not be reopened during the year for the submission of application
• Applicants are required to submit all the required documents to be considered for a national overseas scholarship scheme for SC.
• Request for a change of institution or university will not be entertained
• There will be two rounds of selection
• The online application of the eligible candidate will be placed before the selection screening committee for making the recommendation
• On 31st March each year, the weight list of eligible candidates will be maintained
• The weightless will be 50% of the total seats
• All the selected candidates who have already secured admission to the foreign university will be issued a provisional award of a scholarship letter
